I'm using en android. Nexus 7, jelly bean. Put an é in your Twitter fullname and reproduce it.

en-US, only ever.  On web and Android.

Though, I think Twitter tells us the encoding in HTTP headers, so one should be able to decode whatever text they give us from whatever encoding they tell us it's in, and get some holy Unicode, just like FSM intended.

As a programmer, that was my way of saying:  it shouldn't matter, and if you're mentioning a particular encoding anywhere in code, you're not doing it right.
