This seems to be a bug that we missed that occurs when you have current conditions or Auto Refresh turned OFF when the app is updated to 4.0.4.
Launch the app, go into settings, go to Notifications, check current conditions so you can access the other settings, then check and uncheck Ongoing notification, uncheck rich notification, then uncheck current conditions and clear the notifications.
Hopefully this will work for you and not require any further effort, but I've seen a couple of cases where we had to have the customer uninstall and reinstall to fix the issue. Hopefully the easier solution will work for you, but if not, if you'd be willing to try uninstalling and reinstalling, that should clear things up for good.
